It would technically be a Triple Threat match, but CM Punk can complain and it be pointed out that this is going to turn into a handicap match.

CM Punk gives a typical heel promo about lack of respect. He shouldn't be choosing between Cena, who he's beat several times, or Ryback, who hasn't earned his shot.
McMahon, not happy with CM Punk's soap box speech, makes it a Triple Threat match between Ryback, Cena and Punk.
CM Punk sneak attacks Ryback. Have Ryback win another one of his matches like he does each week. When the match is over and Ryback is doing the "Feed me more" chants, have CM Punk sneak attack him with a weapon from behind.
We finally see Ryback down on the ground. CM Punk needs to really lay it into Ryback with an aggressive beat down. Get the fans chanting for Ryback, but CM Punk keeps mocking them and the assault continues.
CM Punk gets good heat off of this, and the anticipation to see Ryback destroy CM Punk will now build even more.
Ryback is now not medically able to compete at Hell in a Cell. McMahon isn't going to let CM Punk get away with his actions. McMahon enters himself into the match to take Ryback's place.
Vince McMahon sells. Vince McMahon vs. CM Punk drew interest and was entertaining on Raw. The possibilities of the reckless 67-year-old boss in a violent match like Hell in a Cell with the poster boy Cena at his side and the preacher for respect in CM Punk? Money!
This saves the main event for the next pay-per-view as Cena doesn't appear healthy enough to deliver a one-on-one Hell in a Cell match with the WWE champion.
It is too early for Ryback to be in a match against CM Punk. Last week when Ryback got his hands on Punk, the crowd erupted. It was just enough to feed a little to their appetite of seeing Ryback get his hands on the champion.
Now, you make them even hungrier to see it by CM Punk taking Ryback out of the equation.
When the pay-per-view comes, you have several possibilities.
Ryback obviously should make an appearance and attempt for some kind of impact in the match. Ryback breaking a piece of Hell in a Cell is appropriate to his character and booking.
My best scenario: Ryback tries to interfere, and here comes Brock Lesnar as the ace up the sleeve. Lesnar helps Punk retain the title. This sets the ground work for a Survivor Series confrontation of Paul Heyman guys vs. Vince McMahon guys.
The best part is, the roles are all true to life. Cena and Ryback are McMahon guys. Punk and Lesnar are Heyman guys. It appeals to the causal/younger audience for the names involved. It appeals to the smart fans, who appreciate the basis for it all.
Other wild scenarios:
If you want the belt off CM Punk, Vince does all the work, but Cena gets the pin. CM Punk cries conspiracy.
If you want the belt off CM Punk but want to do something Attitude Era style, McMahon wins the belt. Hey, it's something that would happen in the new video game. That seems to the top promotional priority these days.
You really want to go crazy, Vince turns on Cena. For whatever reason, I don't really know, but I'm sure these kinds of statements with no logical explanations go on in creative meetings, so you can't fault me for presenting it.
I stand by Ryback eliminated from the equation. Enter McMahon. Ryback and Lesnar both interfere.
