Vickie Guerrero had been the previous GM, but it was becoming apparent that her time in the position was nearing an end. She had a performance review on Raw, during which she was promptly fired by Stephanie McMahon.
In her place, Vince McMahon hired Guerrero's former assistant Maddox.
Maddox rose to fame after he screwed over Ryback at Hell in a Cell 2012. He then bounced around a little bit on Raw, appearing only sporadically. He then became a very effective assistant to Guerrero. The two were often an entertaining pair, helping to salvage what were some otherwise very boring backstage segments.
Now that he's GM, it will be interesting to see how well Maddox does. He's got solid charisma and gives off a kind of slimy vibe, which is good for a character who has a lot of power.

Our long national nightmare is over as Brad Maddox was named the general manager of Raw on its July 8 edition.

Not to mention that you've got Booker T and Teddy Long making matches on Raw, even though they're supposed to be in charge of SmackDown. Heck, sometimes even the wrestlers just decide to make their own matches.
You've got all these different people with completely independent powers all in charge.
With Maddox now the GM, the power structure might become much more defined. This will also help bring a fresh face into the fold and hopefully build a new star for down the road, which WWE sorely needs.Hopefully, he's now the sole person in charge of Raw.
The entire authority pyramid in WWE is completely ridiculous. You had Triple H replace Vince McMahon as chief operating officer, only for McMahon to return, apparently with all of his COO powers intact. Then Stephanie McMahon was thrown into the mess.
